Lodge a Development Application

If you are planning to build, renovate or change the use of land within the Bogan Shire, you will generally need to lodge a Development Application (DA) and obtain Council approval before any work begins.

A Development Application is a formal request to Council seeking consent to carry out development. This may include:

  • Building works, earthworks, landscaping or associated works
  • Demolition of an existing structure
  • Change of use of land or buildings
  • Subdivision or strata subdivision
  • Boundary adjustments

Council approval must be issued prior to the commencement of any development.


Lodging a Development Application

All Development Applications are lodged online through the NSW Planning Portal.

Step 1: Register or log in

To lodge a Development Application, you must register for an account or log in to the NSW Planning Portal.


Step 2: Prepare your supporting documents

The documentation required for a Development Application will vary depending on the type of development proposed and the site characteristics. Commonly required documents may include:

  • Owner’s Consent

  • Statement of Environmental Effects (SEE)

  • Plans of the proposed development (including site plan, floor plans, elevations and sections)

  • Landscaping plans

  • Plans of existing development (where works are being retained wholly or in part)

  • Subdivision plans (if applicable)

  • Water and sewer approvals (where required)

  • Stormwater management plan

  • BASIX Certificate (if applicable), including plans demonstrating compliance

Applicants are encouraged to ensure that all relevant planning matters are clearly addressed in the Statement of Environmental Effects and supporting plans at the time of lodgment. Providing complete information upfront assists Council in assessing applications efficiently and helps to avoid delays caused by requests for additional information.

Division 1 of the Environmental Planning and Assessment Regulations 2021 outlines the requirements for lodging a Development Application. Additional information may be required depending on the proposal 

Step 3: Lodge your application

Once all required documentation has been prepared, your Development Application can be lodged online via the NSW Planning Portal. All documentation must be submitted electronically.


Step 4: Payment of fees

Development Application fees are calculated by Council staff after your application has been received. You will be advised in writing of the applicable fees.

Please note that your Development Application will not be determined until all outstanding fees have been paid.
